I'm using keels with a similar kind of cut-away(just a little slice) and I will never go back to a standard keel. They are magic with a hully or tri-plane board. No toe-in but a few degrees of cant.
You can vary the flex by reducing the depth of cut. Not sure how the cut will work on a smaller area fin like yours but on a full keel they feel like a Greenough Stage 6 but drivey as hell...
